why am i constantly stuck in division 4 ?

  I look at some teams in divisions above me and there teams are no better. In fact some teams definitely don't have as quality riders.
  
  All i know is that i am stuck in division4 , i dont know why but i am going nowhere soon. Well except maybe to division 5 for a brief period!
